What line is this exactly? Is this the old Rock Island toward Shawnee? Or is it the branch that heads toward SE 15th St.?

This is the former Rock Island line to Shawnee, now Union Pacific, where it crosses Air Depot Blvd. The AOK does the switching for the UP, and the tracks are in pretty poor shape east of this spot. The line that goes to SE 15th St is the former Frisco line to Tulsa, now owned by the state and operated by the Stillwater Central. Thee is a diamond where the two lines cross near NE 4th St and Sunnylane Rd.
