Am I blind? I do not see a throttle.

The throttle is the vertical level to the left of the right window connected to a link that passes through the cab wall.

I was kind of wondering, but I figured there would have been a racket like theReverser. Got any idea what the handle does next to it?

If you are referring to the lower right lever with the red handle, that is the reverser (Johnson bar).

I believe that lever (with the loop shaped handle) is the sander.

Chuck was kind enough to email me a picture of the outside of the locomotive. The lever identified as the throttle above is attached to a valve on the sand box and the handle grip is the throttle since goes to a valve on the steam dome and with pipes going down most likely to the cylinders. Thanks Chuck for clearing up confusion. :-)
