Interesting. Maybe some clues here: http://www.trainweb.org/emdloco/5200.htm serial 5236. Says CGW 103D sold for scrap to PNC, then MKT traded it in order 7192 (an order for GP40s)

Sounds like some fancy footwork to me, lets buy scrap locos and trade them in to EMD!!

Well, look at it this way, seldom do we see a stand-alone picture of a B-unit, much less in a snow storm, and much much less part of a scam.

I wouldn't really call it a scam, many railroads made these sort of deals. Components like the trucks could be reused to construct the GP40 units saving the RR some money. EMD would take just about anything in trade if it meant getting an order.
